What are these values - Lifetime or is it a system wide value or?

This is a running count of your "free" allotment of listings included with your store subscription. Automatic relists come out of your monthly allotment.
Selling limits are different from your allotment. You may have more listings available on your store subscription than you are able to use depending on your Selling ( listing) limit.
