Cannot contact eBay with buying issue when the stupid AI chat goes around in circles.

international seller (auction) does not know about shipping or costs to another country and advises me to as eBay, Cannot get any help.

If the listing didn't have a shipping cost set to your country then then seller didn't offer shipping to your country. It would be up to the seller if they wanted to send an invoice with shipping to you. It sounds like they are not knowledgeable on international shipping so may not be able to do that.
