@momkat7 I wanted to Clarify that there may be a fee if the buyer pays in another currency even when a package is delivered to a US forwarding location. The exception would be if you shipped with the eBay International Shipping Program then the 1.65% fee is waived.
Great information to add @comics-scifi-collectibles , however that isn't the OP's question. While most certainly there is this additional fee on sales from buyers registered in another country, no matter where the item is shipped too, it does not address the Currency in which the buyer pays. Which was the OP's question.

I should have said that a buyer can pay in their own currency but a seller will not know that happened until they are charged the fee because eBay will convert the currency so that the seller is paid in US$.

The international fee of 1.65% has nothing to do with a Conversion fee, which is completely separate and solely paid for by the buyer. That is two different things.
The Ebay site that a seller posts the listing to is the deciding factor for what the currency required in the payment process.
What happens if the buyer pays in foreign currency?
@momkat7
They can't. The currency is driven by the Ebay site you post your listings on. You appear to be using the USA site, so ALL payments have to be in US dollars.

From the Selling Fees policy page>
International fee
If your registered address is in the US and you offer eBay International Shipping - opens in new window or tab for your eligible listings, you won't be charged an international fee when your eligible item sells.
If you're not using eBay International Shipping to ship your item, we charge an international fee if either:
This fee is calculated as 1.65% of the total amount of the sale and is automatically deducted from your sales.
If your registered address is not in the US, please refer to the fee page for your country or region of residence for your international fee information.
