International Shipping program
buyer is getting a message saying I don't post to their country. I don't know why because I'm part of the international shipping program with ebay.

Not all items can ship to all locations due to country specific import restrictions and restrictions of the eBay International Shipping Program.
On RARE occasions an item is falsely blocked due to a keyword and rewording the title/ listing lets it ship.
If you share the item number and what country your buyer is located in I can take a look.
The UK does block import of toys due to their safety standards policies.
