international shipping fees
A sale was made including free shipping. Ebay reported a shipping fee to the seller of $0.00 but the buyer, in a different country was charged a fee. Why are there differing reports and how can the buyer get the free shipping that was promised?

If you are enrolled in eBay's International Shipping Program, your Buyer would pay your shipping fee in your listing. That would could the item to eBay's domestic hub. eBay would then charge your Buyer to get it from the hub to the Buyer's country. Your Buyer would have seen all the charges on checkout.
