International shipping
I sold an item with buyer to pay shipping. This buyer turned out to be International but shipping to a US state. They were charged the VAT fee but I had to pay for shipping. Shipping on Buyer is 0. Does anyone know why?

Five of your sales this month offered free shipping. If your international Buyer is using a U.S. freight forwarder, they should not be charged the VAT fee for this eBay U.S. transaction. Did the Buyer tell you that eBay is charging them a VAT fee? Or is the freight forwarder charging that?

OP1 week agomy order details shows that the buyer didn't pay shipping but I was charged when I did the label. The VAT fee isn't my issue it is being charged the shipping when I select on my listing for the buyer to pay

As mentioned, five of the items you have sold this month offered free shipping for the Buyer. In looking at your active listings, you have five more items offering free shipping to the Buyer. With those listings, the Buyer pays 0 shipping and you pay the entire cost of shipping that item.

Out of your current listings, these have free shipping for the Buyer:
Coach eyeglasses, Epson cartridges, Tampa Bay pins, Christmas apron and a red silk tie.
You can go to each of those and select "revise" to change the shipping to charge the Buyer.
