Mentor11 months ago@jjgc25. There's a lot to learn about direct shipping internationally to buyers.
First is that no returns doesn't mean no refunds. If the buyer SAYS that the item is not as described your choices are refund without a return or pay the expense return shipping and then refund once you get the item back
If the item is late arriving, just like with domestic sales, the buyer can file a not received refund request
You have to research what can be exported from the US AND what can be imported into a buyers country.
My advice is to just sell domestically for now until eBay opts you into the eBay international Shipping Program.
When you ship with the eBay International Shipping program then your job as a seller is done once the item safely reaches the US hub. eBay handles all refund requests after the item leaves the US and you keep the $ from the sale.
You can not opt in to the EIS program.... eBay will add your account automatically after you have been selling for awhile with above standard or better Seller Standards.
