I recently sold an item, I specifically exclude Internattional shipping. Item sold and now I see I was charged an additional $9. Apparently I did not opt out of international shipping. EBAY says EBAY INTERNATIONAL SHIPPING AT NO EXTRA COST TO YOU. DUH what was I charged the extra $9.91. Just another way for EBAY to make more money.

Was the mailing address somewhere in the United States? Perhaps in Delaware or Oregon?
Those two states are the locations of several freight forwarding companies.
Neither of those two states impose sales taxes.
People in various countries can contract with those freight forwarding companies to receive their eBay (and other) purchases which are then, well, forwarded to their homes or offices in other nations.
Yes, eBay does charge an International Fee in such instances where the buyer's eBay registration location is in another nation, regardless of the shipping/delivery address for the purchase. It is 1.65% of the total amount paid by your buyer.
Also -- I can show you, if you'd like, how the two recent sold listings by eBay ID "jtmurphy" (one in May, one in July) did, in fact, include international shipping.
