International shipment returned and do not know why

Question

I shipped an item to an international buyer in Mexico. The package made it to IL and was returned. USPS could not give me any reason it was returned and did not see it as an international shipment. I am trying to figure out why the package was returned to me. Any help understanding is appreciated.

was it addressed to Glendale Heights? To eBay International Shipping (EIS)?

If so, talk to your postmaster, they may reship for free. to them, it's a domestic shipment.

If it was addressed to Mexico, did you include the customs documents? Can that item be exported to Mexico?
