International sale was returned from International Distribution Center

Question

I received an international sale shipment back from the international distribution center. There wasn't a message on or in the package but in the tracking there was a message of : Your shipment is being returned due to issues encountered. What steps do I need to take to complete this sale or can I complete the sale? The sale was a video game to Abu Dhabi UAE.

@taest Is eBay asking you to refund the buyer or are they?

If they can not forward the package it's most likely due to customs regulations.

Basically anything that could be considered offensive to Muslims or Arabs.
