How can I get my item back from a buyer that received his item through eBay international shipping. I don’t want to refund as his request is extremely petty and I don’t want to give him a free 40$ item,

If you shipped the item to the eBay domestic hub through the eBay International Shipping Program, the Buyer needs to open a return request on eBay. EBay will handle it from there.
Other than advising your Buyer to open that request on eBay, there's nothing more you need to do.
