International registered accounts of US buyers
I have my settings for upper US only, yet I am been billed international fees for sales in USA of China registered buyers. Help! I need this to stop!

More and more overseas Buyers are using freight forwarding companies. If you unwittingly make a sale to someone overseas who has you ship to a U.S. address, you are covered as a Seller. But you will be charged a foreign transaction fee if your Seller is registered outside the United States.
