International fees to Florida
I just sold an item listed with shipping to continental US only and eBay charged me international fees to Brazil. Buyer address is Florida and that is where item is being shipped. I assume buyer has a Brazilian bank account and eBay would rather me pay the fees for the transaction instead of the buyer.
I list everything as us shipping only. It’s not a lot of money but on top of %13+ for sale and shipping costs, I really am making nothing selling this item.

"If your registered address is in the US, we charge an International fee if either the buyer's registered address or the delivery address for the item is located outside of the US. This fee is calculated as 1.65% of the total amount of the sale and is automatically deducted from your sales".
It sounds like your Buyer from Brazil is using a freight forwarder in Florida. There's no way to block these types of transactions. With freight forwarder orders, though, all the Seller needs to do is show a successful delivery to the Florida address. Once it leaves the freight forwarder, the Buyer loses their 30-day Money Back Guarantee.
