International Fee
I just looked at a recent sale and there is an international fee being charged when the shipping address is in the United States. I thought eBay had fixed this issue. They already charge enough fees.

A buyer can be located in another country but have a US shipping address. In this case, you are charged the international fee - it is for currency conversion.
