How do I confirm if an Ebay international broker is in business any longer. Had a shipment returned by the post office and stated address was no longer in business

If a package was returned to you due to the problem with the Buyer's shipping address, the easiest way to handle it is to refund the Buyer minus any original shipping they paid and then relist. If the Buyer is still interested, they can repurchase once they update their address on eBay.
By refunding them you should get most of your selling fees returned.
