international bidders
I reside in the U.S.A. I have blocked all other countries from bidding. To no avail I have multiple FOREIGN Bidders bidding on my items. How can this be.

On eBay, sellers cannot block either:
(1) locations of bidders on auction format listings or (2) locations of buyers on good-till-cancelled listings.
What you can do, as an eBay seller, is to block countries to which you will not ship your sales.
Bidding/Buying and Shipping are two completely separate actions.
Thus, you could possibly sell to somebody in, say, Australia or Ukraine or Japan. You might not even know if the buyer is outside the USA.
If that buyer provides a shipping address in, say, Delaware or Oregon, those locations are in the USA and eBay expects you to ship the sold item to that USA (Delaware, Oregon, or elsewhere in the USA) address.
BTW, putting "Foreign bidders add $5.00" into your Item Description is unenforceable. It means nothing.
eBay has no way to collect that $5.00 and neither do you.
Edited to add: You are selling an 33 1/3 rpm vinyl record of organ music from a Ukrainian Orthodox church located in Toronto. Ontario. Canada.
It seems to me that many Ukrainian eBay buyers would seem to be the perfect target audience for that listing. Yes, even in war time, Ukrainian people still buy things on eBay. My selling ID has sold to many Ukrainian people; they usually have shipping/mailing addresses in the state of Delaware. In my experience, they buy things on eBay that they currently cannot buy in person in their cities. Like a record of sacred music, which might be very comforting, especially to an older person.
I have never had a single problem with their payments not being accepted or the deliveries not making it to Ukraine.
