International ale
I sold an item and it went through the global international hub. Now the buyer wants a return as he says it took too long. It was about three weeks from the time I sold it until he received it. Am I to undertsrand that this is now between the buyer and eBay and I’m not involved? Shouldn’t he have known it was going to take a bit of time for him to receive it in Germany?

You are correct. If you shipped the item to the eBay domestic shipping hub, let your Buyer know they need to open a return request on eBay and that eBay will take it from there.
There is no need to refund them and if they keep messaging you, just repeat they need to open that return request on eBay to start the refund process. You, of course, will keep the funds from the sale.

Mentor6 months ago@bridger02 The buyer can file a RETURN request using the reason doesn't match photos or description as the last estimated delivery date is part of the description IF the item arrived after the last estimated delivery date stated on the listing.
eBay handles the refund and you keep the $ from the sale.
