One would assume that the seller would prefer to have the buyer pay the cost of insurance along with other shipping costs.
eBay requires that any insurance cost be included within either the item OR shipping cost when the item is listed. It cannot be added on as a separate cost after the item is purchased.

The seller pays for the insurance since insurance is for the benefit of the seller.
If package gets lost or damaged, it is the seller that files the claim so the seller can get reimbursed from the shipping company.
Buyers have the Ebay Money Back Guarantee if they do not receive an item or it is damaged.
