payment holds for no reason. then I add a card for instant payout but this is now on hold for 2 days.

According to Ebay:

New or infrequent sellers will experience transaction holds while learning best selling practices. This helps sellers become established and build a strong selling history on eBay. New sellers typically experience holds for up to 30 days, although sometimes it may be longer

Processing funds and funds on hold canâ€™t be requested as Payouts on Demand. Your bank will then typically make funds available to you in 1-3 business days.

Payouts to your debit card

Alternatively, eligible sellers have the option to receive payouts to a verified Visa or Mastercard debit card for an additional fee.

In some cases, you may need to verify your debit card details by uploading a bank statement. It usually takes 48 hours for payouts to be enabled for your debit card, but you can continue to receive payouts to your checking account during this time.
