Incorrect Weight and Dimension Adjustment Charges

FedEx charged me $354 for an incorrect weight and measurement. I am having great difficulty getting this charge removed.
I have contacted eBay multiple times requesting a dispute on this charge. After eBay filed the dispute, FedEx denied it and sent eBay the letter below (please see attached).
FedEx claims the package weighed 113 pounds, but I have attached the specifications for this bicycle, which clearly shows it only weighs 17 pounds.
I am stuck in the middle because when I contacted FedEx directly, they said they were willing to correct the charge, but they need the original invoice number. However, I cannot provide it since the shipping label was generated through eBay. I believe eBay should handle this issue.
I have called eBay multiple times and asked to speak with a supervisor, but the representative refused to help or escalate my case.
