Incorrect description in listing

Greetings community,
I purchased a pair of jeans which listed the waist and inseam as 33". It was clear as day on the details of the eBay listing. When the item was received I discovered that the waste was 33" but the inseam was closer to 28" in length (clearly much much shorter than what was listed in the ad). I requested a refund from the seller with a week or so of receiving the item. I never received a notification or response but I noticed a few weeks later that the seller had cancelled the return request stating the listing stated the jeans were 'altered'. There was no such description in the ad. I reached out to the seller explaining this and request they honor my return request. They declined and are not responding at all. I cannot open another return request nor can I appeal the decision on the eBay site. Any suggestions on how to resolve this?
