The correct thing to do is to refund the customer minus the shipping charge, and relist the item and let them reorder with the corrected address. If you choose to just reship it without doing that, you won't have a record of the new shipment separately in eBay, though the buyer would lose an Item Not Received case anyways. You can also just get their email address and send them a PayPal invoice for the new shipping charge, but eBay will not get involved in that. You will be allowed to send contact information like that, since you have a completed transaction.
