Inconsistent responses for refund from seller

Question

The seller told me to keep the item and they would give partial refund. I agreed to this and now they are demanding the return. That is not what I agreed to. I need to have them fulfill their promise or I want to report the seller.

If the offer was made and accepted through a return request, go to your request and click ask us to step in. eBay will force the agreed upon refund and put an unresolved issue on the seller’s performance - the worst kind of report.

If you did not open a request, eBay cannot force the seller to send a partial refund. You can open a not as described return request - then they can force the seller to issue a full refund upon return, and to pay for the return shipping.
