Hello, thanks in advance for your help!
several of my active listings show as being in one or more carts… with the red banner notice.
is there anyway, as a seller, to communicate with these potential buyers? For example, making an offer on the item or simply touching base with them and possibly providing a coupon?

You cannot see their ID or send them a message or a coupon, but you should be able to send them an offer.
On your selling home page in my eBay selling, or on your active listing page in seller hub you should see a section for sending offers.
