Import fees
I recently purchased a 1700$ item on eBay from Japan from an account with great reviews. I’ve never dealt with import fees though and I was unaware that I had to be constantly checking my email for dhl notice. Subsequently the package shows “unable to be delivered” and sent back to seller. Under eBay money back guarantee this apparently is not covered. Is there anything I can do?

Call your credit card issuer and ask them to open a dispute for an item not received.
