·3 years agoIt might not be available if you use the Quick Listing Tool. Note that it only covers the Buy It Now portion. If you accept Best Offers it does not apply. eBay has been "experimenting" for over a year and half with requiring SOME buyer to pre-authorize payment when making Best Offer (check your Buyer Requirements to opt out or in of that experiment) but it only applies to SOME buyers, not all, and does not apply to offers or counteroffers you make.
Also be aware that Immediate Payment Required and pre-authorization interferes with being able to offer a discount for combined shipping. eBay will not let the buyer "Request a total" for such combined shipping from the Cart if any of the listings has been designated IPR by the seller.
