although E-bay has 1 debit card of mine on file from which they withdraw fees, I can't seem to be paid on that card. I have updated my card to include the routing # and still no payment.

Having a debit card on file is for making payments.

To receive a payment from eBay for a sale, you must link a checking account using the ACH routing number.
