I'm confused why I haven't received my full order earnings

Can anyone help explain to me why I only received a portion of my order earnings? I sold a purse for $50 and after shipping, taxes and selling costs, I was supposed to receive $45.45 into my banking account, but today I only received $25.46. I'm sure there's a simple explanation, but the $45.45 is eBay's figure and I have no idea who to contact. I just sold another item for $140 and am wondering if that will be incorrect too when the funds are released.

That sounds frustrating.
Your "available funds" are a running total, so there may be fees from other listings and sales intermingled. Each payout can cover multiple transactions.
If you click PayOut ID here, it will have a complete breakdown of that Payout:

It's likely that some of the fees for your 2nd sale were deducted.
From your gross sales (Price + Shipping, if any + Sales Tax) eBay will deduct
Sales Tax (remitted to the state)
Shipping labels
Final Value Fees FVF
Insertion fees (if any)
Promoted listing fees (if any)
Store Fees (if any)
etc.

Is it common for them to take costs from one sale and apply it to another? That doesn't sound very smart or clean for billing. Is there a number that I can contact someone? Thank you!!

Yes, they take amounts from your available balance. It's normal.
If you think abt a seller who sells 100 items per day, they don't get 100 payouts. They get 1 payout of their 'available balance'.
If you look at the Payout breakdown (see instructions above) you can see for yourself exactly what was deducted. It's laid out clearly.
