IGI Lab Grown Diamond Report Has a Suspicious Date

I received a necklace with a lab grown diamond. The item was authenticated on November 14th, 2023 according to the tracking. The International Gemological Institute (IGI) report that came with the necklace was dated July 31st, 2023. Can I be confident that the diamond was properly authenticated by a third party? How do I know it wasn't authenticated on July 31st and then swapped with a fake one?
