If I sent an item thru eBay shipping and it Hasent gotten to the buyer who’s responsible ?
Aren’t I as the seller covered by eBay?

If you sent it with eBay's standard envelope, you can file a claim up to $20 for a single card or $50 for a combined order. See protection on this page - https://www.ebay.com/sellercenter/shipping/choosing-a-carrier-and-service/ebay-standard-envelope
If sent with priority mail or ground advantage, there is $100 of insurance included, above that you have to add more insurance that you pay for. You would file a claim at usps.com. If tracking shows delivery to your buyer for these services, you are protected from a not received claim - it would be the buyer's responsibility to work with his PO to find his package.
