If I close a claim can I open a new one?
I filed a claim for did’t receive, but should have some wrong item sent. Seller requested I switch, but I don’t see how, unless I need to close the original claim first, but site displays a warning about closing it.

If you close the Item Not Received dispute, you can then Open a Wrong Item sent dispute.
The warning you have seen does not apply in this case. You could not close a dispute for any other reason, then file another one.
