If buyer pays for shipping why is seller charged the same price for a shipping label from eBay?
If the buyer pays for shipping why is the seller charged the same price for a shipping label from eBay? Who is really paying for shipping then? Is eBay double dipping- charging the buyer and the seller the same amount - even though the buyer is to pay all the shipping? Please someone explain what I am missing

The buyer pays eBay directly. eBay pays the seller (eventually).
The seller has to pay for shipping because the seller is the one with a package to be shipped. The seller can use the funds on hold to pay for shipping even if the funds have not been released yet.
