If an item was lost because of the post office will submitting an item never received hurt seller

I ordered an item from Japan. It made it to my State of Florida and since then it seems USPS might have lost the package. I just submitted a missing mail report with them and I want to do this on ebay as I never received the item but I don't want it to reflect bad on the seller as it was not his fault. What happens in this situation as I don't want to be out money but also don't want to cause issues to the sellers account for something that was not his fault.

Here's what to do...

Check the estimated delivery date shown in your Purchase History. When that date has passed, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. eBay will force the refund.

There will be no harm to the seller if he refunds before his deadline.
