I'd like to get help with my order.
Hello,
I made a purchase over a month ago. I received a UPS tracking number and was given a delivery date. On the day it was supposed to be delivered, I never got it. I checked the tracking number where it showed delivered and it even showed a picture of the delivered item. The problem is that the tracking number showed that it was delivered to someone in Michigan and I live in Tennessee. The picture of the delivery was NOT my house and the parcel delivered did not appear large enough to hold my item. I immediately contacted the seller who said all the right things about acknowledging that it went to the wrong address, they would try to retrieve the package and if not in 3 to 4 days, send a new item. Only things, I contacted him during those 3 to 4 days for an update... AND NEVER heard a word back. I opened an issue with eBay. Eventually eBay informed me that I would have to have until a certain date before they would intervene. On that exact date, the seller sent me a NEW tracking number so eBay wouldn't do anything as the seller was sending a replacement it. It took the seller a week after the tracking number was created for UPS to get it... I checked the tracking number AND, this time also check the "Ship to" area on page showing the tracking number status. This time the location it's shipping to is Texas and again NOT Tennessee.
The fact that on the exact date the eBay would finally do something, I got a tracking number seemed a bit too convenient. The fact that once again, it's NOT being shipped to me makes me think this is a scam. The problem is my order says delivered for the first item AND the second one isn't coming to me either.
What can I do to somehow get this taken care of. I'd like my money back at time point. The seller has no returns listed.. and as long as he keeps sending me someone else's tracking numbers, eBay will think that everything is working.
Any help would be appreciated.

I'm sorry that happened.
1) First, call the post office/shipper to see if both tracking number labels contained your name and your address. (They won't tell you whose name is on the package, only that your name and address is not.)
b) If your name and address weren't on that label, ask the Post Office/shipper if they will put this in writing; it's helpful, but not required. "The tracking number you were provided by the seller is not related to you nor the package you were expecting."
Also, ask for the weight of the package using that tracking number. Follow the rest of the steps starting with 2 below:
FOR UPS:
You can usually find the weight and other details for UPS here:
https://www.ups.com/track?loc=en_US&requester=ST/
then click " Proof of Delivery"
The proof of delivery may have more details about the delivery site, and the weight. Screenshot that.
Contact UPS Fraud reportfraud@ups.com ask for a letter that states "The tracking number you were provided by the seller is not related to you nor the package you were expecting."
2) Then, report the seller using this process
https://www.ebay.com/help/action?topicid=4022
Important, select "Suspicious seller activity"
then "Other"
Explain that the seller is using fake tracking numbers
Include these phrases
Seller uploaded tracking not associated with my transaction
Tracking details were not accurate
Seller used a false tracking number
Don't write a novel, it's initially being read by a computer, that's why I want you to use those 3 specific phrases in the message.
3) Finally, contact Customer Service and inform them that the seller uploaded a "false tracking number" on your purchase. Share any documentation you gathered. Request a refund.
Use the Customer Service that is on Instagram this way:
Send a private direct message to the page. Explain you have a fake or false tracking number situation.
Let me know how this goes, I've been burned a few times myself (including on Amazon), but I have been able to get a refund following this process.
There are additional steps to take if the above isn't effective; just come back and update me.
