You opened a Not As Described claim and eBay found in the seller's favor? I have never before heard of this happening. Will you provide more details, please? Did you actually open a NAD or did you choose the reason that the item was not received?
Ordinarily, to answer questions, I initiate a claim and go far enough to find an answer without actually going through the entire process. I can't access an appeal form, so I can't reply specifically. Have you tried just getting the picture on your clipboard and pasting it in?

-If you have not filed a return through eBay for an item that does not match the pictures or description you can do that through the item in your Purchase History. You will get a prepaid shipping label for the return from eBay and the Seller will have 2 days to refund you once they get the item back. Failing that you go back to the claim and ask eBay to step in.
-If you processed a return but it was either denied or eBay ruled int he Seller's favor you can appeal that decision: Appeal the outcome of a case as a buyer | eBay

You requested a return I suppose, for an item that doesn’t match the listing.
