The seller can accept or decline the cancelation.
If the seller declines your cancellation request, or if they've already shipped your item, you'll need to wait until you receive the item and then request a return ( doesn't match photos or description) If your order wasn't canceled and you haven't received the item, you can report that the item hasn't arrived once the LAST estimated delivery date has passed.
