On the line with them now. They sent an email to UPS. It looks positive. We'll see

Mentor1 year ago@aeonix_co You can ask eBay to file a dispute for a refund from UPS.
Only eBay customer service can file the dispute since they are the UPS customer. I recommend contacting CS on social media to ask them to do this. Keep in mind that UPS does sometimes add incorrect surcharges but there are CORRECT surcharges that you can read about on the Fed Ex website.
Personally if I have an item that is too large or heavy to ship via USPS then I use UPS and buy the label from PIrateship.com. Pirateship helps with insurance claims and surcharge disputes. UPS does have a list of valid surcharges on their website too. UPS does not add surcharges as often as Fed Ex does.
Here's how to contact eBay general customer service:
eBay agents are working from home so you have to request a call back or live chat.
1. CLICK THIS LINK:

3. Or you can also contact customer service by sending a PRIVATE message on social media. Customer service verifies your identity before responding.
