I was attempting to place a bid but was asked to log into my paypal account.
I have never had this happen before. Is this normal?

Best Offers now require (unless the seller has opted his/her listings out of the requirement) that you pre-authorize automatic payment if accepted, and if you hadn't set that up already with PayPal as the funding source it is likely that you would have had to login to PayPal to authorize such automatic payments to eBay.
They had been experimenting with doing the same for auction bids several months back but I think they ended that test without implementing it.
