I want to exclude international bidders on my eBay listing. It appears that eBay is automatically including international bidders on my listing

Then block buyers in countries you don't ship to here - https://www.ebay.com/bmgt/buyerrequirements
You can not block buyers from other countries that have a US shipping address, like a freight forwarding company.
