he's ruined the chuck e cheese animatronic prices by selling scams and proven scams and admitted it id like to talk to a admin to get him gone please i will send proof of him being a scammer

Explain clearly what the seller is doing and leave out your demands to ban the seller. That is eBay's decision, not yours.
If buyers have been scammed by the seller, they will have opened cases to get their money back and that will be in his record.
