If it's passed then you have 30 days to get a refund.
Go to My eBay Purchase History, find the item and click on it.
Then scroll down until you see leave feedback and more actions.
Click on more actions.
Then choose item has not arrived.
This opens a dispute. If the seller doesn't refund by 3 business days go back to the case and ask eBay to step in and refund.
