I want eBay to refund shipping from hub to France, 2 item bought one package sent
I receive shipping dollars from my location to eBay hub, $5.45, but buyer is charged from my location to hub and the from hub to France in this case.
They bought 2 items, very small, and I wanted to combined shipping but we are not allowed to do this with foreign buyers.
So I only purchased one shipping label. It is easy to refund the $5.45 but they were charged by eBay $19.?? for the shipping to France. I never see this money but since there is one one package sent I want my buyer to receive a refund from eBay for this charge. How do I get eBay to understand and to do this?

You can refund your own shipping, but you will have no control at this point over what eBay's EIS does.
eBay did recently change their policy to allow combined shipping for EIS international shipping, but this is applied prior to payment, when a buyer uses a single checkout to pay. And you must have combined shipping enabled in your account settings.

What do I need to do when I receive a combined shipping order?
All items in a single order should be packaged together for shipping and properly identified for export and import. Do not combine items from several orders even if the items are for the same buyer.
Reading the above, it is not clear what will happen when your single shipment arrives at the hub, as the hub provides a separate order code on each label. I presume the hub will have no record of the "missing" item if no label arrives for that second order.
I put two of your items in the cart, and was unable to combine because "You can't request combined shipping for items that require immediate payment." If that is set for all of your items, then your international buyer could not request a combined invoice.
In that case, or once a buyer has paid, the only other option for creating a single order is to work with the buyer to cancel both sales and then relist the items together as a single fixed price listing with the lower shipping rate.
