I think I was scammed for about $655

Question

The seller represented a Samsung phone that was new and factory sealed. At the time it appeared to be correct. I'm outside of the return window. But I always felt the phone was a little off. It appears the phone was not new and sealed, it has been modified and it's not up to factory standards. I'm completely unable to reach eBay or get help through eBay. There's no way to reach an agent. Everything directs me back to the same result which is I'm outside of the return window. Seller is non-responsive to multiple messages.
