ACH payments are electronic payments sent to your checking account. If you never linked a checking account to your eBay account then you cannot get paid and since it has been that long I suspect the money has been turned over to your state and you need to research their Escheatment process to see if they have the money and you can gain access to it.

If the funds are still sitting in your account, open a checking account. Credit unions often have no fee checking acounts.
If the money is no longer in your eBay account, it may be at your state's unclaimed funds.
