I sold and shipped an $150 mirror with ups. It arrived broken now the buyer wants a refund.
Am I responsible for issuing a refund or should they have to file a claim with ups?

You refund the buyer and then file a claim with the carrier.
Has the buyer opened a claim with eBay for the broken item?
