I sold an item, the buyer requested a refund when the returned item arrive the package was empty

I'm not sure where to go with. The buyer got the return label from ebay but the package arrived empty. I am trying to open a claim but they want proof of insurance for the returned item. Ho do I get it? I tried the auto attendant but I got stuck in a never ending loop

@motorcars-ltd Sorry to say that eBay return labels do not come with insurance.

The proof of insurance normally would be the TYPE of shipping method. For example ground advantage and priority come with $100 insurance when you ship a package to a buyer.

Here's a quote from the eBay policy page>

Shipping a return with insurance: Insurance isnâ€™t available for return shipments that use eBay labels. If you or the buyer prefer that an item be returned with insurance, purchase your own return postage with insurance instead of using the return shipping label provided.
