Sellers are responsible for items arriving safely to the buyer, so YOU are responsible for refunding the buyer.
You can file a claim with USPS if the package was insured, but they may say the item was not properly packaged.

If you sent by priority mail, or purchased insurance, you can file an insurance claim. The claim reimburses you - you must refund the buyer now, or when the item is returned, if you want to pay for return shipping.
If you can file a claim, ask the buyer for photos of the item and the package.
