I located the listing, and it shows $10.78 shipping to me using USPS Ground Advantage to zip code 92802. I changed the zip code to 10010 and it still shows $10.78 so it sounds like you were using a flat rate (same price to the buyer regardless of where s/he lives). What type of shipping container did you use? I am guessing you shipped the pennant in a large box in order to keep the pennant flat, rather than rolling it up. If so, the USPS may have charged a surcharge due to the dimensions of the box. There is a $4.50 surcharge if a box exceeds 22 inches and another surcharge $21.00 if it exceeds 30 inches.

@joha1065 . Shipping prices you charge on a listing can be more or less than the actual shipping price. This is why it's important to select buyer pays> calculated shipping and enter the package weight and dimensions. What were your package dimensions and weight. This sounds like a dimensional weight surcharge. Which shipping carrier did you use? I can provide information on how to dispute the charges once I know the carrier and package dimensions.
