The easiest way is for the buyer to file a Returns Request. Depending on the seller's return policy and the reason for the return determines who pays return shipping. For an Item Not as Described, the seller pays the return shiping. Once the seller agrees to accept the return, a prepaid return shipping label will be available. The buyer clicks the link, prints the label, sends the item back to the seller. Once tracking shows DELIVERED, the seller has 2 days to refund the buyer. If no refund, after 2 days the buyer goes back to the Returns Request and clicks Ask ebay to step in, to force the refund. Seller relists the item and the buyer repurchases, and the seller ships the correct item.

Seller Hub > Orders > Shipping Labels > Print another label
