I send a partial refund and eBay sends a small refund also. What is eBay’s refund for?
I send a partial refund for combined shipping. I see that EBay sends a small refund also. What is eBay’s refund for?

I don't know for sure, but my guess would be that it's a refund of the sales tax on the amount you refunded. Does the math work out consistent with that idea?
